Safety Harbor permits: City Hall or the county?
For electrical work, the county. Under an interlocal agreement effective 1 May 2021, Pinellas County serves as Safety Harbor's building official, and most permits still start at City Hall, but electrical permits for private property go to the county only.
- Electrical permit: we submit it to Pinellas County Building Services, 440 Court Street in Clearwater, and the county inspects to the Florida Building Code.
- Flood hazard areas: a building in a Special Flood Hazard Area gets a Safety Harbor review for Substantial Improvement and Substantial Damage (the city calls it the 49% rule) before the file goes to the county.
- Projects that need the city too: the city asks for at least seven days' notice for its own inspections, then the county does the final Florida Building Code inspections.

A year of electrical upkeep for a Safety Harbor home
Most electrical trouble here follows the calendar: storms, peak A/C load, and paperwork when a house changes hands. This is what we look at, and when.
| When | What to check | Why it matters in Safety Harbor |
|---|---|---|
| Jun–Nov (hurricane season) | Generator interlock or transfer switch, whole-home surge protection, which circuits you need when the power is out. | Safety Harbor sits on Old Tampa Bay, so outages and surges after storms are the usual reason for a call. |
| Jul–Sep (heaviest A/C load) | A/C breaker and disconnect, warm or buzzing breakers, the panel cover. | One of our customers had a loose wire on the breaker feeding a new A/C unit, and the inspection had missed it. |
| Before you list or insure | Panel brand and age, any double-tapped breakers, aluminum branch wiring. | Insurers ask about the electrical system on older homes, and the 4-point inspection covers it. |
| Remodel or addition | Whether the work counts as substantial improvement, panel space, new GFCI and AFCI circuits. | In a flood hazard area the city's 49% review comes before the county permit. |
| Once a year | Test GFCI outlets and smoke alarms, look at the meter can and weatherhead outside. | Salt air and storms wear on outdoor parts first. |

Safety Harbor electrician questions
Who issues electrical permits in Safety Harbor, FL?
Pinellas County. Since 1 May 2021 the county has acted as Safety Harbor's building official, and an electrical permit for work on private property goes to Pinellas County alone, not to City Hall first. Tailwind Electric files it under license EC13016047.
Does a flood zone change electrical work in Safety Harbor?
It can. If the building is in a Special Flood Hazard Area, the City of Safety Harbor reviews the project for Substantial Improvement and Substantial Damage under its 49% rule before it goes to Pinellas County. We check the flood zone before we file.
What electrical work can be done without a permit in Florida?
Very little. Swapping a light bulb or plugging in an appliance needs no permit, but new circuits, panel changes, service work and new wiring do, and the local building department decides the edge cases. If you are not sure, ask us before the work starts.
How to find certified electricians?
Ask for the license number. A Florida certified electrical contractor holds an EC number that is valid statewide, while a registered contractor holds an ER number and can only work where it is registered. Tailwind Electric is Certified Electrical Contractor EC13016047.
What do electricians charge per hour in Florida?
There is no single rate. Hourly pricing depends on the company and the job, and plenty of contractors price the whole job instead. James gives a Safety Harbor quote after looking at the work and lists anything that could raise it.
