Tailwind Electric is a licensed Dunedin electrician working from our shop in neighboring Palm Harbor, a short drive up Alt-19. We hold Florida Certified Electrical Contractor license EC13016047, the phone is answered 24/7, and owner James Booth has more than 20 years in the trade.
Dunedin is its own city, so electrical permits come from the City of Dunedin, not Pinellas County. We file them in the city's Citizen Self Service (CSS) Portal, book the inspection and meet the inspector, and every job carries a 100% parts and labor warranty: 10 years on panel replacements and 5 years on all other work.

How a permitted Dunedin panel change-out runs
A Dunedin electrical service change-out can often be permitted the same day the application goes in, according to the city's Permits and Inspections page. This timeline shows each stage of a typical Dunedin panel replacement and the city rule behind it.
| Stage | What happens | The Dunedin detail |
|---|---|---|
| 1. Site visit and quote | James looks at the panel, the meter can and the service wires, then quotes the job and tells you what could change the price. | No permit is needed for the visit. Nothing changes until you approve the quote. |
| 2. Permit application | We apply under license EC13016047. | Dunedin takes applications online only, through the CSS Portal, at any hour. Service change-outs are among the permits the city may issue the same day. |
| 3. Permit fee | Paid when the permit is issued and shown on your invoice. | The city lists a $70 base fee plus $5 for each $1,000 of electrical work (as published 20 Oct 2026). |
| 4. Swap day | The power is shut off, the old panel comes out, the new one goes in, and every circuit is tested before we leave. | Duke Energy Florida serves most of Pinellas County. We coordinate the shut-off and reconnection timing. |
| 5. Inspection | We book it in the CSS Portal and meet the inspector when needed. | Dunedin inspectors are normally in the field from 9:30 a.m. to 3:30 p.m., and you can ask for a morning or afternoon window. |
| 6. Emergency repairs | We make the home safe first, at night or on a weekend. | For emergency electrical repairs, Dunedin lets the permit application go in on the next working business day. |

Dunedin homes near the water: the 50% rule
If a Dunedin home sits in a flood zone and the planned work, or storm damage, reaches half of the building's market value, the city reviews it under the FEMA "50% rule". Dunedin publishes a Substantial Improvement or Damage Review Packet for exactly this.
- Why it matters for electrical work: when a building is found to be substantially improved or damaged, flood rules generally require the electrical and mechanical equipment to sit at or above the flood elevation. That can move a panel or a meter, not just replace it.
- Where it comes up: low-lying streets near St. Joseph Sound and along Edgewater Drive are the kind of places to check. Your flood zone is on your elevation certificate or the county's flood map.
- What we do: before quoting a big job in a flood zone, we ask whether other work is planned on the house so the whole project is judged together, and we tell you if the panel may need to go higher.
Electrical work Dunedin homeowners call us for
Most Dunedin calls fall into four groups:
- Panels and service: panel replacements and upgrades, service upgrades and meter can repairs, often after a 4‑point inspection flags an old panel.
- Breakers that trip or fail: breaker repair and troubleshooting, including water heater circuits.
- Storm season: generator interlocks and transfer switches, whole-home generators and surge protection.
- Outdoors and on the water: landscape lighting, pool and hot tub wiring and boat dock wiring.
Two jobs from our reviews
Water heater out, breaker to blame
The water heater wasn't the problem. A faulty breaker was. James replaced it, showed the homeowners what had failed and checked everything before leaving.
"Showed us visually so we understood the problem." — Mark L., Google
Weatherhead and service lugs replaced
A metal weatherhead and the Polaris lugs on the service were replaced, the kind of job where the wires from the street meet the house.
A neighbor recommendation on Nextdoor, August 2026.

Dunedin electrician questions
Do I need a permit for electrical work in Dunedin, FL?
Usually, yes. The City of Dunedin says building permits are required for most work on residential buildings, and electrical work such as a panel or service change-out is permitted through the city's CSS Portal. Ordinary minor repairs are exempt. When Tailwind Electric does the work, we apply for the permit and book the inspection.
Does Dunedin or Pinellas County issue my electrical permit?
Dunedin. It is an incorporated city with its own building division, so Dunedin addresses inside city limits get a City of Dunedin permit and a city inspector. Palm Harbor, just to the north, is the opposite: it is unincorporated and permitted by the county.
How quickly can a Dunedin panel replacement be permitted?
The city lists electrical service change-outs among the permits it may issue the same day it receives the application. The swap itself is booked once the permit is issued and Duke Energy Florida's side is arranged.
How to check if an electrician is licensed in Florida?
Ask for the license number and look it up in the Florida Department of Business and Professional Regulation (DBPR) license records. A certified electrical contractor's number starts with EC and is valid in every Florida city, including Dunedin. Tailwind Electric's is EC13016047.
Can you come to Dunedin for an electrical emergency at night?
Yes. A person answers (727) 430-1764 around the clock, and our shop is in Palm Harbor, next door to Dunedin. For emergency repairs, Dunedin lets the permit application follow on the next working business day.
