Repair, replace or upgrade? A quick panel guide

Not every panel problem needs a new panel. This guide matches what you are seeing to what it usually means and what we normally recommend after looking at it in person.

What you are seeingWhat it often meansWhat we usually recommend
One breaker trips again and againAn overloaded circuit, a fault on that circuit or a worn breaker.Repair Find the cause first. Often a breaker repair or a circuit fix.
A breaker that is scorched, melted or hotHeat at a connection. The bus bar behind it may be damaged too.Replace If the bus is damaged, the panel usually has to be replaced. Call right away.
Federal Pacific Stab-Lok or Zinsco labelAn older panel brand that insurers and inspectors ask about.Replace Many owners choose to replace it. See the section below.
A 4‑point inspection marked the electrical "unsatisfactory"The inspector flagged the panel's age, brand, condition or a hazard such as double taps.Depends Some items are repairs; others need a new panel. We fix exactly what was flagged.
Adding an EV charger, tankless heater, pool heater or hot tubThe new load may not fit in the panel's capacity.Upgrade We run a load check. Some homes need a service upgrade, many do not.
Rust or corrosion inside the panelMoisture, common in coastal homes and after flooding.Replace Corroded parts are not reliable. We also check the meter can.

Federal Pacific and Zinsco panels in Florida homes

Federal Pacific Electric (FPE) Stab-Lok and Zinsco panels were common in homes built from the 1950s to the 1980s, and they still turn up in Pinellas County. What the record actually says about FPE is more careful than most of what you read online:

  • What the federal regulator found: in 1983 the U.S. Consumer Product Safety Commission said its testing confirmed that certain Stab-Lok breakers failed some UL calibration tests, but it could not link those failures to a hazard.
  • What it did not do: the CPSC closed its investigation "without making a determination as to the safety of FPE circuit breakers", mainly because collecting more data would have cost millions of dollars.
  • Why it still matters to you: Florida insurers ask about your panel. The Citizens four-point inspection form records each panel's brand, age and amperage, and lists hazards such as double taps, scorching and improper breaker size.

Our approach is simple. We open the panel, show you what we find and explain the options. Many owners of FPE and Zinsco panels choose to replace them before an insurance inspection, but it is your decision.

Sources: CPSC, FPE circuit breaker investigation (1983, revised 2011) and Citizens Property Insurance, inspections.

What the four-point inspection asks about your panel

Citizens Property Insurance requires a four-point inspection for homes more than 20 years old, and the electrical system is one of the four points. On the electrical page, the inspector records:

  1. The panel itself: breaker or fuse, total amperage, whether that amperage is sufficient, the panel's age, when it was last updated, and its brand and model.
  2. The wiring: copper, aluminum, cloth or knob-and-tube. Single-strand aluminum branch wiring needs separate proof of remediation from a licensed electrician.
  3. Hazards: double taps, tripping breakers, scorching, loose or exposed wiring, improper breaker size, corrosion and improper grounding.
  4. The verdict: the system is marked satisfactory or unsatisfactory, with the reason written down.

If your report came back with an electrical item, send it to us. We fix the items listed and give you the paperwork your insurer asks for.

Can you upgrade a panel without rewiring the house?

Usually, yes. A panel replacement or upgrade moves your existing circuits onto the new panel; it does not mean new wiring through the walls. The exceptions are wiring problems the inspection or our visit turns up, such as single-strand aluminum branch circuits, cloth-insulated wiring or damaged circuits, which we quote separately so you can decide. If the house needs more, see whole-home rewiring.

What a panel swap day looks like

  1. Before the day: James quotes the job after looking at the panel, the meter can and the service wires, and tells you what could change the price. We pull the permit with your city or county.
  2. The utility: most of Pinellas is served by Duke Energy Florida. We coordinate the shut-off and reconnection.
  3. The swap: power off, old panel out, new panel in, every circuit labeled and tested before we leave.
  4. Inspection: we book it and meet the inspector, then you have the 10‑year, 100% parts and labor warranty.

Melted breaker, and a loose A/C wire

James showed the homeowners the melted breaker and replaced the panel. During the job he also found a loose wire on the A/C breaker of a unit installed that year.

"He showed us the issue, (melted breaker) explained what needed to be done." — Nancy B., Google

1940s house: new panel and tankless wiring

A complete panel replacement on a 1940s St. Petersburg home, plus wiring for a tankless water heater and a continuous exhaust fan.

Panel replacement questions

Do you need a permit to replace an electrical panel in Florida?

Yes. Replacing or upgrading an electrical panel is permitted work in Florida, and the city or county where the home sits issues the permit and inspects the job. Tailwind Electric pulls the permit under license EC13016047 and books the inspection.

Can I upgrade my electrical panel without rewiring my house?

Usually. A panel replacement moves your existing circuits onto the new panel. Extra wiring work is only needed when problems turn up, such as single-strand aluminum branch circuits, cloth-insulated wiring or damaged circuits, and we quote those separately.

Do FPE panels need to be replaced?

No law requires it. In 1983 the CPSC found that certain Federal Pacific Stab-Lok breakers failed some UL calibration tests but closed its investigation without deciding whether they were safe. Florida insurers record the panel brand on the four-point inspection, and many owners choose to replace FPE panels.

What breakers will fit in a Federal Pacific panel?

Only breakers listed for use in that panel should be installed in it. Breakers of the wrong type or size are a hazard inspectors flag. If you need to add circuits to an FPE panel, that is usually the time to talk about replacing it.

Does homeowners insurance cover breaker box replacement?

It depends on your policy and the cause. Wear and age are usually not covered, while sudden damage such as a storm may be. Ask your insurer. If they require a new panel after a four-point inspection, we can give you the paperwork they ask for.

What is the average cost of an electrical panel upgrade?

It depends on the amperage, whether the meter can and service wires need work, and where the panel is. James quotes after looking at your panel and tells you what could change the price before you approve.
